The founder of the University of Glasgow is a papal bull of Pope Nicholas V; which was a suggestion of King James II, who gave permission to Bishop William Turnbull to add the University of Glasgow to the cathedral of the city. King James’s wish was to create two universities that were equal in status to the Oxford and Cambridge in England. The University of Glasgow is the second oldest school in Scotland, the first being a 1410 schools called University of St Andrews. Three ecclesiastical school foundations were the University of St Andrews, University of Glasgow and the University of Aberdeen. The University of Edinburgh was a civil foundation.

The University of Glasgow has been without its original Bull since the 16th century in 1560 due to a political unrest that developed along with the Scottish Reformation. Many archives and valuables, such as the Mace and the Bull, of the Cathedral and University of Glasgow were taken by the then Chancellor, Archbishop James Beaton, who fled to France. In 1590, the Mace was returned, but the archives were not. The Bull had been spotted in 1690 at the Scots College in Paris.
